Question about DotA graphics

I saw a lot of Dota Videos recently and noticed that in several videos Miranas arrow has either a bright glow to it or a frosty kind of thing. Also tinys avalanche shows the ground breaking up into some brown crevaces. I want to know that are these videos edited with some graphical shit or does one require some high end graphic card to get the full effect of visuals.

I have a ATI radeon sumthing on my laptop which is brand new. It says the display memory in 1400mb. Also its got a 3gb ram and 2ghz proccessor. Yet my Dota graphics seem lacklustre even though i play with the video settings all the way up high. The visuals seem to be missing something. Any help ?

mirana elune arrow effect was "frost arrow" few versions back then when mirana was first introduced

oo...ok...so they changed it ?
and also some arrows have this bright light around them. That changed too ?
